一、認識南投：美麗的山城，世界的起點

1. Discover Nantou: A Beautiful Place to Begin Our Global Journey

南投縣位於臺灣中部，是臺灣唯一不臨海的縣。這裡擁有壯麗的山脈、秀麗的湖泊、豐富的自然生態與多元的文化特色。日月潭、合歡山、清境農場及溪頭自然教育園區，都是展現南投自然之美的重要代表。

南投也以茶葉、竹藝、農特產品及原住民族文化聞名。這些豐富的在地資源，不僅展現南投獨特的生活與文化，也蘊含環境保護、文化傳承及永續發展的重要價值。

南投是一個適合探索自然、認識文化、學習永續發展的地方。我們相信，認識自己的家鄉，是走向世界的第一步。

Nantou County is located in central Taiwan. It is the only county in Taiwan without a coastline. Nantou is known for its beautiful mountains, lakes, rich natural environment, and diverse cultures. Famous attractions include Sun Moon Lake, Hehuanshan, Cingjing Farm, and Xitou Nature Education Area.

Nantou is also well known for its tea, bamboo crafts, agricultural products, and Indigenous cultures. These local resources reflect the county’s unique way of life and offer valuable lessons in environmental protection, cultural heritage, and sustainability.

Nantou is a wonderful place to explore nature, discover culture, and learn about sustainable development. We believe that knowing our hometown is the first step toward understanding the world.

二、南投國際教育：立足在地，連結全球

2. International Education in Nantou: Rooted in Local Culture, Connected to the World

南投縣積極推動國際教育，鼓勵學校將在地文化與全球議題結合，讓學生從熟悉的生活經驗出發，認識不同國家的文化、教育與生活方式，逐步培養國際視野、跨文化溝通能力及全球公民素養。

南投縣國際教育中心設置於營北國中，致力於整合教育資源、支持教師專業成長，並協助縣內各級學校發展國際教育課程與交流活動。透過跨校合作、國際夥伴媒合、雙語與跨領域課程發展，以及海外學習和國際接待等活動，讓不同地區、不同規模的學校都能找到適合自己的國際教育發展方向。

我們希望每一所學校都有機會與世界連結，每一位學生都能在學習中認識世界、理解差異，並建立對家鄉與世界的責任感。

Nantou County actively promotes international education. Schools are encouraged to connect local culture with global issues. Students begin with what they know in daily life and learn about the cultures, education systems, and lifestyles of other countries. Through these experiences, they develop global awareness, cross-cultural communication skills, and a sense of global citizenship.

Located at Yingpei Junior High School, the Nantou International Education Center supports schools by sharing educational resources, providing professional development for teachers, and helping schools develop international curricula and exchange activities. Its work includes school partnerships, international connections, bilingual and interdisciplinary learning, overseas study programs, and hosting international visitors.

The center aims to help every school connect with the world and give every student opportunities to understand different cultures, respect diversity, and develop a sense of responsibility toward both their hometown and the wider world.

三、從在地出發：讓交流成為學習

3. From Local Culture to Global Learning

南投縣重視國際交流與課程學習的結合。我們鼓勵學生在出國交流前，先認識家鄉的歷史、文化、產業與自然環境，並學習以英語向國際夥伴介紹南投。

在接待海外師生時，學生透過校園活動、文化體驗、課程共學及生活互動，分享臺灣的文化與日常生活，也從國際夥伴身上學習不同的觀點。

交流活動結束後，學校進一步透過成果發表、專題探究與學習反思，幫助學生整理經驗、深化理解，並將所學轉化為新的學習成果。

我們相信，國際教育不只是出國旅行，也不只是短暫的文化體驗，而是一段從認識自己、理解他人，到共同探索世界的學習歷程。

Nantou connects international exchange with classroom learning. Before visiting another country, students learn about their hometown’s history, culture, industries, and natural environment. They also practice introducing Nantou to international partners in English.

When welcoming overseas students and teachers, our students share Taiwanese culture and daily life through school activities, cultural experiences, joint lessons, and personal interactions. They also learn from their international partners and discover different ways of thinking.

After each exchange, students share their work, explore topics through projects, and reflect on their experiences. These activities help them deepen their understanding and turn what they have learned into new learning outcomes.

We believe international education is more than traveling abroad or having a short cultural experience. It is a learning journey that begins with understanding ourselves, continues with understanding others, and grows through exploring the world together.

四、支持青年走向世界：海外學習獎補助計畫

4. Empowering Young People Through Overseas Learning

南投縣長許淑華重視青年國際視野的拓展與多元學習機會，自113年起推動海外學習獎補助，支持南投縣青年學子走出家鄉、探索世界，透過海外學習、國際交流與多元文化體驗，拓展視野、增進跨文化理解，並培養面對全球挑戰的能力。

113年至115年（2024至2026年），南投縣海外學習獎補助經費分別為新臺幣800萬元、1,300萬元及1,300萬元，三年累計達3,400萬元。依目前統計資料，受補助個人已逾100人，團體受補助人次近1,500人，讓更多青年有機會親身體驗不同國家的教育、文化與生活。

這項計畫不僅提供經費支持，更希望減少青年參與海外學習的限制，讓更多學生有機會接觸世界、建立自信、拓展未來發展的可能，並將國際學習經驗帶回南投，與家鄉分享、共同成長。

Nantou County Magistrate Hsu Shu-hua places importance on expanding young people’s global perspectives and learning opportunities. Since 2024, Nantou County has provided funding for overseas learning programs to help young people explore the world through international exchanges and cultural experiences. These opportunities help students broaden their horizons, understand different cultures, and develop skills to face global challenges.

From 2024 to 2026, the county allocated NT8million,NT13 million, and NT13millionrespectively,totalingNT34 million over three years. According to the available figures, more than 100 individuals and nearly 1,500 group participants have received support to experience education, culture, and daily life in other countries.

Beyond financial support, the program aims to reduce barriers to overseas learning and give more young people opportunities to discover the world, build confidence, and explore future possibilities. Students are also encouraged to bring their international experiences back to Nantou and share what they have learned with their communities.

五、攜手國際夥伴，共創永續未來

5. Working with Global Partners for a Sustainable Future

面對全球化與永續發展的挑戰，南投縣持續運用在地文化、教育與產業資源，與國際夥伴共同發展多元的學習機會。

從茶文化、農業發展、環境保護、永續城市到地方創生，這些主題都能成為國際合作的起點。學生透過共同探究、線上交流、跨國專題及實地學習，分享不同的觀點，尋找共同面對問題的方法，並思考如何從在地行動回應全球議題。

我們期盼透過學校、教師、學生及國際夥伴的共同努力，建立長期且有意義的合作關係，讓國際交流不只是一次活動，而是持續發展的教育夥伴關係。

Nantou continues to work with international partners to create diverse learning opportunities based on local culture, education, and industries.

Topics such as tea culture, agriculture, environmental protection, sustainable cities, and community development can become starting points for international cooperation. Through joint projects, online exchanges, and hands-on learning, students share ideas, explore common challenges, and consider how local actions can contribute to global solutions.

We hope that schools, teachers, students, and international partners will work together to build meaningful, long-term relationships. International exchange should not be just a single event, but an ongoing partnership that supports learning and growth.

南投擁有豐富的自然與文化資源，也擁有充滿潛力的青年與教育工作者。我們將持續以在地為根基，以國際合作為橋梁，創造更多元、更公平、更有意義的學習機會。

我們相信，每一所學校都有走向世界的可能，每一位學生都能成為文化交流的使者。透過國際教育，學生不僅能認識世界，也能更了解自己的家鄉，進而以開放的態度、尊重多元的精神與負責任的行動，參與世界的未來。
